Description: No access to circuit breaker, which is in the basement, and door is locked. Quite often, if turn on heater, power will go off. To get access to the room where the circuit breaker is, have to go to another building, across the street. If the woman who is in charge of the key isn't there, then the power stays off until she returns. The wiring is weak in this old building, for instance, can't have both the washer and dryer on at the same time, otherwise the power will go off. Recently, the person who has the key to the basement requires anyone who needs it to sign a form, date it and give reason why.
