According to http://www.sfdph.org/dph/EH/Noise/noisecomplaint.asp, "Complaints regarding construction noise should be directed to the building inspector assigned to the jobsite." NOT TO THE POLICE. They are blocking one lane on the street without any proper lane closures, lights, or signage creating a hazard on the road.;
