Property owner emphasized that all documented conditions were of the tenants making over many years of neglect and refusal of the owner to enter and perform any repairs. Mathew indicated that he knew about the heat for many years but tenant refused him entry to inspect and repair. Mathew indicated that the tenant are refusing him entry to perform any repairs, he wants to meet the deadline but his options are limited.
