Property owner emphasized that all documented conditions were of the tenants making over many years of neglect and refusal of the owner to enter and perform any repairs. Mathew indicated that he knew about the heat for many years but tenant refused him entry to inspect and repair. Mathew indicated that the tenant are refusing him entry to perform any repairs, he wants to meet the deadline but his options are limited. Inspector Mansur indicated that he is entitled to a time extension and in the event that tenant are not cooperating; the case will be referred to the outreach program.

Housing inspector Tim Mansur performed a reinspection at the subject property and found that all items identified on the Notice of Violation issued on 19-November-2010 remain outstanding. Regarding NOV item #8: the kitchen door leading to the back door was removed by property owner (per tenant).
